Premier Wen Jiabao of the State Council hosted an executive meeting of the State Council on the 12th to study and determine policies and measures to promote the stable growth of foreign trade.

 

To support the development of foreign trade, the meeting discussed and adopted "Several Opinions on Promoting Stable Growth of Foreign Trade" and identified the following policy measures:

 

(1) Speed ​​up the export tax refund process to ensure accurate and timely tax refund.

 

(2) Expand financing scale, reduce financing costs, support commercial banks' efforts to expand trade financing to small and micro enterprises, and increase loans to eligible export enterprises.

 

(3) Expanding the scale and coverage of export credit insurance, paying special attention to developing credit insurance for small and micro enterprises. Expand short-term insurance business and support SMEs to explore international markets. Earnestly implement special arrangements for large-scale complete equipment export financing insurance.

 

(4) Improve the level of trade facilitation. Simplify approval procedures, improve customs clearance efficiency, and reduce customs clearance costs. Under the premise of ensuring effective supervision, the scope of application for territorial declaration and port inspection and release will be relaxed to some Class B enterprises. Further reduce the legal inspection and quarantine catalog. All statutory inspection and quarantine inspection and quarantine fees in the fourth quarter of 2012 are waived, and the reduced inspection and quarantine fees will be implemented from 2013.

 

(5) Properly respond to trade frictions and safeguard the legitimate rights and interests of our export enterprises. Implement import trade remedies in accordance with law to protect domestic industrial security. Enterprises are encouraged to make good use of regional and subregional cooperation mechanisms and the free trade agreements that have entered into force.

 

(6) Actively expand imports, focus on increasing imports of advanced technology and equipment, key parts and components, and daily necessities that are closely related to the people, support technological transformation of enterprises, and promote trade balance.

 

(7) Optimize the layout of the international market for foreign trade and support enterprises to explore emerging markets such as Africa, Latin America, Southeast Asia, and Central and Eastern Europe.

 

(8) Optimize the domestic and foreign trade distribution, expand the opening up of the central and western regions, and promote the development of border provinces and regions in economic and trade cooperation with neighboring countries. The meeting requested all regions and relevant departments to earnestly implement the policies, strengthen the monitoring and judgment of the foreign trade situation, and do a good job of serving the enterprises in a timely manner.
