On the one hand, this year's foreign trade figures are inconsistent with the 6% growth target set at the beginning of the year, and negative growth for the whole year has become a foregone conclusion. Customs statistics show that from January to November, China ’s imports and exports fell by 8.5%, of which exports fell by 3% and imports fell by 15.6%; on the other hand, as of November, this year China has been subject to trade remedy investigations initiated by 21 countries and regions. 73 cases, involving a value of 6.38 billion US dollars.

Zhi Luxun, deputy director of the Foreign Trade Department of the Ministry of Commerce, revealed the following highlights during the National Business Work Conference on the 28th to promote foreign trade next year and find new growth points. After reviewing by reporters, the eight new policies next year are expected:

One of them is the policy of encouraging the central and western regions to undertake the transfer of processing trade industries in the eastern region. The outward movement of related industries and orders in China cannot be underestimated. Data show that since 2013, China's exports have decreased by 95 billion U.S. dollars due to the transfer of industries and orders. Zhi Luxun said that the growth of foreign trade needs to find new support points, and the Ministry of Commerce is working on policies to encourage the central and western regions to undertake the transfer of processing trade industries in the eastern region.

In this regard, Sang Baichuan, Dean of the International Economic Research Institute of the University of International Business and Economics, previously stated that efforts should be made to stabilize the export of labor-intensive products, such as further strengthening the construction of the mainland to undertake the construction of coastal industrial transfer bases. He said that we need to stabilize the export of labor-intensive manufacturing products, because employment in China is a big problem, and the export of labor-intensive products has a significant contribution to employment.

The second is to support the export of large complete sets of equipment through the new policies of financing and insurance. Zhi Luxun said that under the premise of controllable risks, through the combination of industrial advantages and financial advantages to form a comprehensive competitive advantage to support the export of large complete sets of equipment. In addition, financial support for “going global” companies may also include a docking platform between financial institutions and enterprises to support their overseas financing needs.

Bai Ming, deputy director of the Market Economy Department of the Research Institute of the Ministry of Commerce, said that in the "going out" of China's advantageous industries such as high-speed rail, nuclear power, communications, etc., our competition is more cost-effective but has won the bid of Thailand, India and other projects. Shock, in which the lack of financial support is a big factor, so with the "Belt and Road" and international production capacity cooperation, especially in support of China's large-scale equipment export financial support is necessary.

The third is to continue to increase the fees for cleaning up import and export links. According to reports, the work of clearing the fees for import and export links has been based on 100 special surveys conducted in 2014, and this year 126 new import and export fee links have been identified. Zhi Luxun said that based on this, by speeding up the integration of customs clearance and the construction of a single window, the charges that are not included in the positive list should be cleaned up.

The fourth is to focus on supporting B2B and establishing overseas positions. Zhi Luxun said that it is necessary to promote Hangzhou's experience in 6 systems and 2 platforms of cross-border e-commerce last year, focus on supporting B2B exports, support enterprises to establish a number of overseas warehouses, and at the same time accelerate the identification of market procurement and trade methods, and select a group of Comprehensive foreign trade service companies launched pilot projects.

Nie Linhai, deputy director of the e-commerce department, said during the meeting that the development of cross-border e-commerce must be an overseas warehouse plus B2B2C, so that companies can significantly reduce costs and overseas consumers can optimize the purchase experience. Nie Linhai said that the previously set target of building 100 overseas warehouses in 2016 will be exceeded because a large number of companies have established overseas warehouses overseas according to business needs.

The fifth is the reform of the import system. Zhi Luxun said that the Ministry of Commerce will continue to support the qualification of local refinery imports of crude oil, including suspension of the total export volume of refined oil products for processing trade, and allowing qualified enterprises to carry out processing trade. In addition, a proactive import strategy will be implemented, especially the import of advanced technologies, key equipment and scarce resources. During the meeting, Shen Danyang also said that in terms of expanding imports, tariffs on consumer goods will be further reduced. Xing Houyuan, deputy director of the Research Institute of the Ministry of Commerce, pointed out that in terms of technology imports, the tax-free list of high-end technology imports will be further expanded, and there will be further financial subsidies.

Sixth, the financial industry, medical care, education, old-age care, child care and other aspects of the service industry will further open up. During the business conference, Shen Danyang said that in accordance with the requirements of the Third Plenary Session and the establishment of a new system of open economy, some services will be further opened in the field of high-end manufacturing. For example, the financial services, medical care, education, old-age care, and child care mentioned in the service industry will further open up.

Seventh is the method of promoting the standardized export order by building a good faith system. At present, a big problem in exports is the serious homogeneity of export products, so price is an important means of competition. Zhi Luxun said that the next step is to vigorously standardize the export order, guide it through the construction of a credibility system, and pass on the government's credibility to enterprises so that good and credible enterprises can achieve better development.

Eighth is the policy of reasonably guiding the return of overseas consumption.

Ninth is to make adjustments to border trade policies.

In addition to the new policy that can be expected in the new year, Zhi Luxun also said frankly that the first big thing next year is to grasp the implementation of the policies that have been introduced.

Since this year, the State Council has issued a total of seven policy documents supporting foreign trade topics, covering stable growth, restructuring, cross-border e-commerce, import and export charges, trade facilitation, and processing trade.

Wu Zhixun said that with so many policies in place, policy effects need to be implemented. The first big thing I want to do next year is to implement the policy, especially focusing on the issues reflected by enterprises including fees, facilitation, difficulty in financing, and expensive financing.

In addition, during the National Business Working Conference, it was mentioned that the "E-commerce Law" and the "Commodity Circulation Law" are both being promoted. Among them, the draft of the "Commodity Circulation Law" has passed the consultation process.
